According to the new regulations, tungsten scrap and “Black Mass” generated from lithium-ion battery recycling will be required to be primarily sold within the United States. As an important intermediate material in battery recycling, Black Mass contains valuable metals such as nickel, cobalt, and lithium, making it a key resource for the circular utilization of battery materials.
The policy adjustment reflects the growing global focus on critical mineral security and resource recycling. Although companies may apply for export exemptions under specific conditions, the measure is expected to influence the international trade flow of recycled materials over the next year.
