Instead of introducing the previously discussed 15% export duty on aluminium scrap, the EU plans to strengthen controls through the revised Waste Shipment Regulation (EU) 2024/1157, particularly for exports to non-OECD countries.

Under the European Commission’s latest proposed list, from 21 May 2027, non-OECD countries that are not authorised by the EU will face restrictions on imports of non-hazardous waste from the EU.

India may continue to receive certain waste streams, including paper, rubber and glass. However, metal waste is currently not included in India’s proposed authorised categories. If the proposal remains unchanged, shipments of aluminium scrap and other metal scrap from the EU to India could face significant restrictions.

India May Seek Alternative Aluminium Scrap Sources

India is a major recycled aluminium market and an important destination for European aluminium scrap. Any restrictions on EU metal scrap exports could encourage Indian buyers to increase sourcing from the United States, the Middle East, Japan, South Korea and other Asian markets.

At the same time, some European scrap that would previously have been exported to Asia could remain within the European market, potentially affecting regional scrap availability and competition for secondary aluminium raw materials.

Global Scrap Trade Flows Under Watch

The policy change means that international scrap trade will increasingly depend not only on price and supply, but also on destination-country eligibility, material classification and environmental compliance.

<img loading="lazy" decoding="async" width="1024" height="531" buyers
Changes in European scrap supply and regional demand

The proposed list is still subject to further EU procedures and final confirmation. 21 May 2027 will be an important milestone for the new export rules.

As the EU strengthens its waste export framework, trade flows between Europe and Asia may continue to evolve, bringing further changes to the global supply chain for recycled aluminium raw materials.

<img loading="lazy"
